HSE Interaction with Contractors

In 2018, the Drilling and Well Intervention Function of Gazprom Neft PJSC decided to create a platform for interaction with contractors on HSE issues. This platform was named the "Partner" Coordination Council.

The "Partner" Coordination Council is a voluntary association of managers and specialists from the Company's Drilling and Well Intervention Function (HSE, business) and its contractors (HSE). The main goal of the "Partner" CC is to promote effective cooperation between Gazprom Neft PJSC, its contractors, and subcontractors in shaping and developing a safety culture and resolving HSE issues at production facilities.

The work of the "Partner" CC is organized through regular meetings and sessions. The main topics for inclusion in the meeting agendas, formed by the Community members, are:

• implementation of joint HSE projects;
• discussion of problematic issues at work sites and during interaction with the Customer;
• exchange of experience and "Best Practices" on HSE issues

Since the establishment of the "Partner" Coordination Council, the following projects and initiatives have been implemented jointly with contractors:

• Safety Framework (expertise of risk management barriers)
• External Knowledge Assessment (expertise of knowledge quanta for blue-collar workers and supervisors)
• Increasing the attractiveness of the well servicing and workover sector (social and living conditions for personnel)
• Gazprom Neft PJSC's minimum requirements for the risk management process related to falling objects from height (development of the DROPS program).
• Improving the quality of eye protection and impact-resistant gloves (setting requirements, conducting tests).
• Segmentation of contractors. Development of criteria for assessing the HSE management system.
• Formulating requirements for the "HSE" section of the Technical Specifications for drilling and well intervention services.

We believe that this approach to interacting with contractors is the most effective way to improve the level of HSE at work sites.
