Conducting Safety Lineups at the Kursk NPP-2 Construction Site

To ensure the safe organization of shift assignments at NPP construction sites and to improve the effectiveness of the HSE management system at JSC Energospecmontazh construction sites, Safety Lineups are conducted as part of the four-level control of working conditions at the workplace and safety status at construction and life-support facilities. This is done in accordance with the corporate standard "Administrative, Production, and Inspection Control System," which establishes uniform requirements for the organization of the administrative and production control system and the conduct of safety and quality inspections.

The Safety Lineup is conducted by the foreman or site supervisor at the beginning of the work shift at all NPP construction facilities (hereinafter referred to as the Safety Lineup) according to an approved program. The duration of the Safety Lineup is 10-15 minutes.

The main tasks of the foreman or site supervisor during the Safety Lineup are:

  • preventing individuals under the influence of alcohol or drugs, those who are untrained or not certified in the prescribed manner, or those not provided with special clothing and other PPE from performing work, as well as timely identification of other reasons preventing the commencement of construction and installation work;
  • obtaining information on the moral and psychological readiness of workers to perform the assigned tasks;
  • informing workers about hazards arising during the performance of the daily assignment.

The main functions of the foreman or site supervisor during the Safety Lineup are:

  • checking and inspecting personnel;
  • conducting safety briefings for the safe execution of work during the daily/shift assignment.

The following procedure is established for the Safety Lineup:

  • the safety lineup is conducted before starting work;
  • a headcount and personnel inspection are performed;
  • crew members conduct mutual checks for the presence of personal protective equipment (safety shoes, workwear, helmet, gloves, safety glasses, etc., and the presence of relevant certificates and permits);
  • one of the crew members, as directed by the person responsible for the Safety Lineup, informs all participants about relevant information, including violations of safety and HSE requirements for which "yellow" or "red" violation cards are issued.

Safety Lineup areas are equipped with a hard surface marked with a yellow line for worker formation, a canopy for protection against adverse weather conditions (snow, rain), an information board with up-to-date information on HSE, safety culture, industrial and fire safety, a flagpole, and the organization's flag.

The person responsible for conducting the Safety Lineup:

  • monitors the self-check process;
  • informs crew members about violations identified during patrolling and inspections of working crews on their sections the previous day, and about cards issued under the individual responsibility system to violators of industrial safety requirements during work;
  • issues an armband with the inscription "Safety Requirements Violator" or a high-visibility vest of a different color from the main group to the violator of the individual responsibility system and sends them to the General Contractor's patrol group for one day.

Workers without PPE or HSE certificates are suspended from work, after which an entry is made in the Log of Industrial Safety Violations at the construction site. The suspended worker is allowed to work only after the non-conformities are rectified.

If it is impossible to rectify the violations before work begins, the worker is suspended from work in the prescribed manner based on an administrative document.

After the Safety Lineup concludes, the result is recorded in the Daily Safety Lineup Log by the foreman, the daily assignment is issued, and workers are permitted to perform their work.
