Practical Training in First Aid and PPE Use for Safety During Nuclear Power Plant Construction

Since 1965, our company has been operating both in the Russian Federation and at international NPP construction sites. Our core activity involves the production and support of the full cycle of thermal installation work during the construction of nuclear power plants, pilot industrial plants, thermal power facilities, and chemical production facilities. Today, JSC Energospecmontazh consists of 6 branches.

To ensure safety during operations and preserve life and health, all employees must possess the knowledge and skills necessary to avoid industrial injuries and occupational diseases. Employees are required to undergo occupational safety training in the prescribed manner (Art. 215 of the Labor Code of the Russian Federation), and the employer is obliged to provide this training at their own expense (Part 3 of Art. 214, Art. 216 of the Labor Code of the Russian Federation).

The authority to establish the procedure for occupational safety training and knowledge testing, as well as requirements for training providers, lies with the Government of the Russian Federation (Art. 211.1 of the Labor Code of the Russian Federation).

The primary document defining the training procedure is the Rules for Occupational Safety Training and Testing of Knowledge of Occupational Safety Requirements, approved by Decree of the Government of the Russian Federation No. 2464 dated December 24, 2021 (hereinafter referred to as the Procedure).

According to paragraph 38 of the Procedure, employees who use personal protective equipment (PPE) requiring practical skills must undergo training on its use. The employer approves the list of PPE that requires practical skills based on the risk of harm to the employee. For PPE that does not require practical skills, the employer ensures that employees are familiarized with methods for checking functionality and serviceability during workplace HSE briefings.

According to paragraph 41 of the Procedure, PPE training programs must include practical exercises for developing usage skills, accounting for at least 50 percent of the total training hours. These exercises must include PPE inspection before and after use and be conducted using technical training aids and visual materials.

Paragraph 40 of the Procedure stipulates that PPE training can be conducted as part of general HSE training by the employer or a specialized training organization, or as a separate, independent training process.

As part of HSE training, the branches of JSC Energospecmontazh (hereinafter referred to as the Company) have developed separate first aid training programs. These programs are based on the sample topics in Appendix No. 2 of the Procedure and the PPE training program for employees using special clothing and footwear, including training on how to wear them.

First aid training is the process of employees acquiring the knowledge and skills to provide assistance before medical professionals arrive in cases of industrial accidents, injuries, poisoning, and other life-threatening conditions or diseases.

Employees subject to mandatory first aid training include: those assigned by the Branch to conduct HSE briefings; workers in blue-collar occupations; persons legally required to provide first aid; drivers; employees whose HSE competencies require first aid skills; chairpersons and members of HSE knowledge testing commissions; first aid instructors; HSE specialists; members of HSE committees; and other employees at the employer's discretion (para. 33 of the Procedure).

First aid training is conducted at least once every three years. New hires and transferred employees must complete training within the timeframe set by the Company's local regulations, but no later than 60 calendar days after starting their role (para. 36 of the Procedure).

To train employees using special clothing and footwear:

  • A list of PPE requiring practical skills has been developed and approved based on the risk of harm;
  • A PPE training program has been developed and approved, including methods for correct wearing.

In addition to the mandatory practical HSE training (PPE use and first aid), the Company's branches have introduced periodic drills to practice safe performance of specific tasks, including the rescue operations mentioned in paragraph 30 of the Procedure.

Furthermore, the branches have introduced short-term on-the-job training in the form of technical studies. This follows schedules and programs approved by branch directors and is conducted in groups of employees with the same profession. These sessions include practicing first aid skills for various scenarios, such as rescue operations during work at height.

Technical studies are recorded in the Technical Study Log.

Upon completion, all trainees must pass a test, with "pass" or "fail" results recorded in a Statement.

In conclusion, the Company continuously develops its internal training resources and facilities. Regardless of the site, our priority remains the safety of people and the environment. The best prevention for industrial injuries and occupational diseases is the development of practical skills through additional periodic on-the-job training.
