From Reactive Supervision to Proactive Risk Management

The transformation of approaches to industrial safety requires a shift from recording consequences to managing the probability of incidents. The implementation of a risk-oriented approach is becoming a natural stage in the industry's development, especially in light of updated federal legislation. During the webinar, Nikolay Chirkov analyzes in detail the experience of Salym Petroleum Development in integrating international standards (API 754, OGP 456) and the HSE case methodology into Russian realities.

The speaker analyzes the fundamental differences between the traditional domestic approach, focused on total supervision and investigation of accomplished facts, and international practice, where responsibility for risk management is delegated to the owners of hazardous production facilities, and the focus shifts to prevention and performance assessment of Safety Critical Elements.

Pyramid of Technogenic Events: 4 Levels of Control

The key tool for visualizing and controlling the condition of a production facility presented in the speech is the pyramid of technogenic events. It divides all indicators into lagging (recording) and leading (manageable).

The first and second levels of the pyramid record events that have already occurred: equipment failure and loss of containment with the release of hazardous substances. The third and fourth levels are aimed at identifying preconditions. The speaker demonstrates by example how monitoring the activation of emergency protection systems, tracking temporary repairs, and controlling "red pipelines" (the probability of failure of which is predicted within a year) allow preventing accidents before they occur. Special attention is paid to tracking micro-leaks (drip leaks), the analysis of which provides a basis for assessing the actual condition of facilities.

Reporting Automation and Data Visualization

Effective management of leading indicators is impossible without a transparent data collection system. The presentation considers the architecture of collecting information from primary sources (SCADA, SAP) and its visualization in Power BI dashboards. This allows not only tracking the statistics of alarms from control panels but also systematically working with "junk" indicators, reducing the information load on operators and increasing the efficiency of planned maintenance.

What you will learn from this webinar:

  • How to classify technogenic events into 4 levels and why keep strict records of drip leaks?
  • How to apply the bowtie diagram to control barriers and manage high-level risks?
  • What is the "red pipelines" indicator and how does it help plan the restoration of equipment reliability?
  • How to organize work with "junk" alarms in the production management system?
  • How to automate the collection of industrial safety KPIs and abandon outdated paper reports?
