Contractor management is one of the most difficult tasks for the HSE department at any large enterprise. Contractors strive to complete the work as quickly as possible and leave the site, which often contradicts safety requirements. In this webinar, Alexander Bogatyrev, an HSE specialist at the CLAAS plant, shares practical experience in building a transparent and effective system of interaction with contractors.
The speaker analyzes the path the enterprise has taken: from fragmented requirements and the lack of a unified approach to the creation of an automated database and clear admission regulations. The presentation details tools that allow not only controlling contractors but also helping them work safely.
The foundation of the new system is a unified contractor database. It consolidates information about all workers, their qualifications, the validity periods of medical examinations, and permits. This allows work coordinators to quickly check the readiness of contractor personnel to perform specific tasks.
The speaker demonstrates by example how the standardization of the terms of reference (TOR) and the method statement simplified life for both parties. Now the contractor clearly understands what documents are required depending on the type of work, thanks to an automated checklist. This eliminates misunderstandings and reduces approval time.
An important element of the system is the classification of work by hazard level (categories A, B, C). This allows for a differentiated approach to contractor assessment and the allocation of HSE department resources. Daily control is carried out using checklists, the results of which form the overall rating of the contractor.
Special attention is paid to claims management. The speaker emphasizes the importance of legally correct documentation of violations: from drawing up an act on the suspension of work to imposing penalties. A clearly defined interaction mechanism in the contract protects the company in case of disputes.
