Best Practices for Creating Video Content for Introductory HSE Inductions

Best Practices for Creating Video Content for Introductory HSE Inductions

Many industrial enterprises in Russia involved in mineral extraction and finished product transportation operate railway infrastructure.

It is well known that simply being present in an area of rail traffic poses a risk to life and health, and this risk increases for personnel whose work involves the maintenance and repair of railway infrastructure and train operations.

JSC "Apatit" (hereinafter referred to as the Company) pays heightened attention to the safety of this category of personnel, especially regarding introductory HSE induction (*regulated by Decree of the Government of the Russian Federation No. 2464 dated December 24, 2021, "On the Procedure for Occupational Safety Training and Testing Knowledge of Occupational Safety Requirements"). As part of this induction, it is important not merely to recite material that requires concentration, but to illustrate it with real-life examples of what must be done and what is strictly prohibited. This approach is both more engaging and more effective.

In 2026, the Company's technical specialists carried out this work as part of their ongoing mission to minimize injury risks for personnel working within rail traffic zones. For visual clarity, the working group went on-site at the facility to stage real-life risk scenarios of incidents involving personnel near non-public railway tracks.

Following that, experts prepared a script that went through each scene and key safety requirement step by step, highlighting them with on-screen text and adding voice-over narration.

Scene No. 7
Throughout this scene, the on-screen text reads: "PROHIBITED!".
On screen: The worker performs the actions described by the voice-over narration.
The worker's actions are synchronized with the voice-over description.
Background music.
Voice-over: When in proximity to or on railway tracks, it is prohibited to:
  • give a movement signal while in a danger zone, especially between railcars or inside the track gauge, ahead of railcars or locomotives;
  • cross or run across tracks in front of a moving train, or step onto an adjacent track (inside the track gauge) while letting a passing shunting train pass;
  • step or sit on electric switch drives, track junction boxes, or grounding devices (including...)

The most important thing here is not to get carried away explaining and demonstrating every single clause of internal regulatory documents. This takes a lot of time and reduces staff focus when watching video content. In our case, the material runtime was approximately 7 minutes.

Thus, the key risks based on a causal factor analysis of rail incidents within the Company, which were emphasized when developing the induction topics, included:

  • Crossing railway tracks within line of sight of moving rolling stock
  • Personnel entering clearance hazard zones (pinch points/entrapment)
  • Climbing over or crawling under railcars
  • Remaining in hazardous operational zones of rail transport.

Implementing this video content does not require large financial resources, and we can recommend it as a highly effective tool for transforming safety culture.
