For many years, I have looked at contractors from two perspectives. First, from procurement, where a contractor is a price, a deadline, and a package of documents. Later, from occupational safety, where a contractor means real people working at height, at the mine face, or near operating machinery. And the longer I work, the firmer my conviction becomes: the safety of a contractor crew is determined not by a contract or a folder of documents, but by one person: the foreman.
Imagine a contractor who has everything in order: OHSMS policies, risk assessments, certificates, and knowledge verification records. They score high during pre-qualification. But then you visit the site and ask the foreman: “What are your crew's three main risks today?” Silence, followed by, “Well, the usual, we gave them a safety briefing.”
I have asked this question many times, and it is at this exact moment that you realize where the real safety system is, and where it exists only on paper.
At Uralkali, we are currently building a contractor safety management model. When allocating weights to different evaluation blocks, we deliberately assigned 50% to field control and 30% to the entry barrier. Documents matter, but the work happens on site.
We evaluated 39 work supervisors from tier-one contractors using a standardized checklist. 30 people scored “Satisfactory”, which is 77%. That sounds decent until you look at the breakdown by company. For some contractors, every single foreman passed. For others, not a single one did.
Yet formally, all these companies met identical requirements. The difference lies not in the paperwork, but in how an organization prepares and supports its foremen. Unsurprisingly, foreman competencies became a core focus in the development plans for all contractors we currently work with.
We are very used to passing responsibility down the chain. Look at how it usually happens.
A shareholder conceives a new project and shares the idea with the CEO. The CEO assigns the task to the Chief Engineer. The Chief Engineer passes it down to the Site Manager. The Site Manager has no time and delegates it to a subordinate. At every level, the task loses some resources, timelines shrink, and details turn into “figure it out on site.”
In the end, the entire burden—volume, deadlines, quality, and safety—rests squarely on the shoulders of the foreman and their crew.
Here lies the paradox: the shareholder's vision is turned into reality by the foreman. Not the board of directors, not the chief engineer, but the person in a hard hat issuing permits to work in the morning. Whether the project becomes a success story or a line in an incident investigation report depends on how well-prepared and supported that foreman is.
I often see the exact same picture. In the morning, the foreman is busy getting work gloves at the warehouse, arranging site passes, tracking down a mobile crane, calling the office about time sheets, and figuring out who will deliver lunch. By noon, they are filling out reports. All the while, the crew is working unsupervised.
Such a foreman is extremely busy, but they are not doing their main job. They turn into a supply clerk who simply “organizes logistics.”
Yet a foreman's duties are explicit: organize safe work execution, inspect the workplace and worker authorization, conduct toolbox talks, monitor compliance, and stop work if a hazard arises. And for this, they bear personal liability, up to criminal charges. If a breach of occupational safety or industrial safety requirements leads to severe consequences, the foreman will be held accountable as the person responsible for ensuring compliance.
Therefore, when contractor management overburdens a foreman with administrative chores, they aren't saving money; they are creating risk—both for the workers and for the foreman.
I like to describe a good foreman using the image of an owl turning its head 360 degrees. A foreman cannot focus solely on output and quality straight ahead. They see everything around: a nearby crane operating, an adjacent crew, an open wall opening, a fatigued worker at the end of a shift, changing weather conditions.
Volume and quality are what foremen get praised for. Surrounding risks and safety are what give volume and quality meaning. A good foreman keeps both in sight.
How much time do your foremen actually spend with their crew versus handling administrative tasks? And how is your chain of responsibility structured: does the foreman receive not just the directive, but also the resources required to execute it?
