Management by Objectives (P. Drucker, 1954) is one of the effective tools for managing an organization.
According to ISO 45001, a "goal is a result to be achieved." The most important property of any goal is the ability to unite all elements of the system to achieve it.
Management by Objectives technology is effective for developing a safety culture, but it must be done correctly.
Two groups of goals should be distinguished: state-goals and driver-goals.
? State-goals – these are indicators reflecting the expected state that the organization's HSE management system strives for and answer the question: "what should be the values of the key parameters of the new system state?"
? Driver-goals – these are indicators (specific activities) through which the system achieves its expected state. In other words, these goals answer the question: "What specifically must be done to achieve the state-goals?"
State-goals focus on the result, while driver-goals focus on the process.
The main disadvantage of state-goals is that they allow for the randomness of achieving the result. Such an unfavorable scenario is excluded by introducing driver-goals, which allow tracking progress toward the specified result and ensure the consolidation of necessary behavior models corresponding to the desired level of safety culture.
Normalizing target indicators based on the number of personnel in a unit provides the opportunity to cascade them down to the lower levels of the organizational hierarchy. This allows for monthly monitoring of indicators, which helps increase the level of personnel involvement in the implementation of corporate programs.
Correct goal setting and management:
? Increases the efficiency of HSE management by focusing personnel on achieving key goals and objectives within a specific time period.
? Ensures effective monitoring of the implementation of activities to achieve the specified state of the management system.
? Provides a high level of personnel involvement and motivation in safe work performance by cascading target indicators from top to bottom.
? Synchronizes the activities of all organizational units to achieve HSE targets.
? Increases the level of openness and trust within the team.
