Contractor management remains one of the most pressing issues in industrial safety. Often, clients rely on injury statistics as the main criterion for admitting a contractor to a tender. In his presentation, Alexander Pivikov, Production Safety Director at VMZ JSC, explains why this approach creates a boomerang effect: contractors simply start carefully hiding incidents so as not to lose contracts. The real picture is distorted, and risks on the site continue to grow.
Any internal regulations and client standards are powerless if they are not legally binding. The speaker emphasizes that all safety requirements — from providing PPE to undergoing medical examinations — must be included in the contract as a detailed appendix. Practice shows: if the client has not documented strict requirements on paper, the contractor will legally save on safety, citing the absence of relevant clauses in the contract.
The traditional system of fines for HSE violations does not solve the problem of incompetence. A fine is often perceived by the contractor not as a preventive measure, but as a kind of "cost" of the violation (for example, the ability to break a rule for a certain amount, which will simply be deducted from the worker's salary). Instead of financial sanctions, the enterprise has implemented a blocking mechanism. In case of a gross violation of cardinal rules, the worker's pass is automatically blocked. To return to the site, the contractor company is obliged to send the violator for training at the corporate center at its own expense. This hits the deadlines for completing the work and forces the heads of contractor organizations to get personally involved in safety issues.
For systemic control, it is not enough just to punish. It is important to create a transparent environment in which contractors are motivated to develop. The presentation details the experience of implementing contractor ratings based on audit results, the quality of investigations, and the level of training. In addition, to solve the problem of a lack of resources for daily control, the enterprise is introducing a supervising institution and automated terminals for pre-shift testing of workers, which allows weeding out incompetent personnel even before issuing a work permit.
