Function Evolution: From Supervision to Internal Consulting

Historically, the perception of occupational safety specialists in manufacturing was often reduced to the image of "people with sticks" — controllers whose main task is to find violations and issue prescriptions. However, the modern risk-oriented approach requires a qualitative transformation of this function. Production needs expert partners capable of integrating safety into work processes without stopping them. In her presentation, Irina Karpova analyzes the methodology for creating a step-by-step development program for HSE specialists, which allows growing strong internal consultants and change agents out of ordinary inspectors.

The problem for many enterprises is that while implementing new safety standards for workers, they forget about the purposeful development of the HSE function itself. It is expected that specialists possess all the necessary skills by default. The implementation of a transparent competency matrix solves this problem: it eliminates subjectivity in personnel assessment, forms a clear career track, and allows the company to rely on internal expertise rather than third-party auditors.

Three-Stage Competency Development Model

The speaker demonstrates, using a three-level system as an example, exactly how an employee's skill profile should evolve. The program covers not only knowledge of legislation but also the development of managerial qualities (soft skills), as well as a deep understanding of corporate standards.

Step 1. Specialist: Focus on Field Practice

At the initial stage, the employee's main task is to learn to see and assess real production risks. To do this, a specialist should spend 60 – 70% of their working time directly on site, in workshops, and "in the field." This is where the foundation is laid: conducting inspections, participating in risk assessment working groups, and building communication with line personnel.

Step 2. Senior Specialist: Mentoring and Coaching

At the second stage, the focus shifts to transferring experience. The specialist masters the skills of an internal trainer and coach. This is critically important for the company: by teaching others (for example, incident investigation methodology), the employee themselves absorbs the material at an expert level. At this stage, knowledge in the field of ecology is also deepened, and basic time and people management skills are added.

Step 3. Lead Specialist: Strategy and Leadership

A key consultant who understands the company's business strategy and the principles of KPI formation. Their task is to implement risk management processes at all levels so that they become sustainable business practices. At this stage, it is advisable to include international certification (for example, NEBOSH or ISO 45001 auditor courses) so that the specialist can adapt the best global practices to the realities of their enterprise.

Improvement Project as a Transition Criterion

The presentation details the mechanism for assessing progress. Transition to the next grade does not happen automatically based on years of service. A mandatory condition is the implementation and defense of a practical "improvement project." This is a kind of diploma work in which the specialist proposes a rationalization solution, calculates its effectiveness for the location or the company as a whole, and proves their readiness to take on a new level of responsibility.
