Following my presentation at the HSE DAYS webinar on November 1, 2023, regarding the development of HSE assessment sessions at JSC RZD, I received a question from Vitaly Dmitruk (special thanks for the question) about how the test is structured to determine an employee's ability to take responsibility for their own behavior and for their colleagues.
When we created the testing system, we based it on questions accompanying the 7 Golden Rules of the "Vision Zero" concept. Employees answered these questions before and after training; we analyzed these responses and noted changes in attitudes toward safety issues regarding themselves and their colleagues.
The second assessment method is based on the work of an expert group, which is formed either from invited managers and specialists or from moderators undergoing internships.
Experts evaluate the participants' work during training based on several indicators, such as: activity, teamwork, completeness of answers, and knowledge and skills when performing tasks (cases). Questionnaires are used for evaluation, which are digitized after the assessment session, followed by the formation of a participant rating. This rating is not sent to departments but is used to identify the strengths and growth areas of middle managers.
Participant assessment is also conducted through feedback provided by the moderator after exercises and by the participants themselves to each other during the training process. Self-assessment is performed by participants in workbooks following the completion of tasks.
Assessment methods are applied depending on the location of the assessment session, its duration, and the organizer's capabilities.
After analyzing the assessment results, we saw the need to develop them further, including using experience from other fields.
To this end, we plan to adapt tests that allow for the assessment of responsible behavior levels. One such test is the locus of control test, which is used in the HR environment. The goal is to determine to what extent a person is ready to take responsibility for their own safety and the safety of those around them.
