Changes in the SAWT Methodology

A new Methodology for conducting the Special Assessment of Working Conditions (SAWT) came into force on September 1, 2024. The changes were introduced to enable the classification of biological factors at the workplaces of medical workers. The updated methodology affects the procedures for identification, research, testing, and measurement of harmful production factors, as well as the procedures for determining the class of working conditions.

The new methodology defines the employer's responsibilities regarding the formation and operation of SAWT commissions.

Key changes in the methodology:

The organization conducting the SAWT can send a notification of the assigned identification number in two ways:

1. On paper by registered mail with acknowledgment of receipt

2. In the form of an electronic document signed with an enhanced qualified signature

New requirements

The list of workplaces where biological factors are identified now includes workers maintaining and repairing housing and communal utility networks

Microorganism pathogenicity groups are determined according to Appendix No. 1 to SanPiN 3.3686-21 "Pathogenic biological agents by pathogenicity groups"

To confirm a worker's contact with pathogenic microorganisms, the employer provides medical statistical reporting to the expert. The data from the reports must not be older than 5 years before the start date of the SAWT.

For workplaces located on various types of transport and transport infrastructure not included in Government Decree No. 1839 dated 14.10.2022, hygienic standards from Chief Sanitary Doctor Decree No. 30 dated 16.10.2020 are applied

A new line has been added – 011 "Profession Code"

Conducting a special assessment of working conditions is a lengthy process, especially in large organizations. To optimize the labor costs of conducting SAWT, we have adopted several effective solutions:

  1. Conclusion of a framework agreement: a single SAWT contract specifying the price per workplace. When it is necessary to conduct a SAWT, we submit an application for the required workplaces, and the organization conducting the SAWT submits the data to the accounting system with a reference to the contract. This solution has reduced the time needed for concluding contracts and conducting SAWT at new workplaces.
  2. Moving away from formalism. We clearly identify harmful and hazardous factors, involve employees in their identification, and perform the necessary measurements. These actions allow us to obtain accurate data on harmful factors for developing measures to improve working conditions, serve as a justification for providing additional PPE to workers, and help reduce staff turnover (clear requirements for candidates are formed, and working conditions are discussed during interviews).

It should not be forgotten that the subject of regulation of the Federal Law on SAWT is the implementation of the employer's duty to ensure the safety of workers during their labor activities and the rights of workers to workplaces that meet state regulatory labor protection requirements. In this regard, it is necessary to pay great attention to the development and implementation of measures to improve workers' conditions.
