Digitalization of Electrical Safety Certification Based on 1C:HRM

For each category of personnel, in accordance with the approved lists of positions and professions classified as electrotechnical, electrotechnological, and non-electrotechnical personnel, an appropriate electrical safety group must be assigned.

Due to the large number of employees at the enterprise, as well as personnel reorganization and turnover, monitoring this process is quite challenging. To systematize data on knowledge checks and briefings, and to monitor their timely completion, it was decided to utilize the "Employee Certification" functionality in "1C:Salary and Human Capital Management 8 CORP" (1C:HRM). This involved data collection, functional customization, the development of new forms, and report generation.

The functionality implemented in 1C automatically generates a weekly report and distributes it to the heads of structural units. The system independently collects data, generates the report, and sends it to the enterprise's Chief Power Engineer's Department (CPE), and subsequently to managers to monitor the electrical safety groups of subordinate personnel, providing reminders and directing employees to knowledge checks or briefings. In this process:

  • White indicates personnel with a valid knowledge check.
  • Yellow indicates personnel with less than 30 days remaining until their next knowledge check or briefing.
  • Orange indicates personnel whose knowledge check or briefing is overdue.

Personnel who attended and successfully passed the knowledge check are entered into the corresponding form.

Data entry for the weekly report is performed by HR department employees based on a completed form provided by the CPE personnel.

This form specifies:

  • employee personnel number
  • position
  • required electrical safety group according to the approved lists of positions and professions
  • knowledge check date
  • issued certificate number
  • certification result (whether the assigned group complies with the position held according to the list or not)
  • commission decision (this is the actual group assigned).

To ensure reminders and timely assignment of the appropriate electrical safety group to newly hired employees, a point regarding electrical safety briefing has been included in the "Mandatory Action Plan" section of the "Employee Adaptation Form."

  • For employees requiring Group 1 according to the order "On Approval of Positions and Professions Requiring Assignment of Electrical Safety Qualification Group 1," this group is assigned via a briefing on the day the employee visits the CPE.
  • For employees requiring Groups 2-5 according to a similar order, the group is assigned after completing on-the-job training and based on exam results.

Thus, thanks to the implementation of digitalized electrical safety certification based on 1C:HRM, all employees are under constant monitoring. The system allows for timely tracking and updating of electrical safety groups, eliminating the possibility of missed or overdue certifications.

It should be noted that the "Employee Certification" functionality in "1C:Salary and Human Capital Management 8 CORP" did not initially fully meet our requirements. However, the project authors sought to find the most economical and accessible solution for digitalizing electrical safety certification without significant financial costs. As a result, the system allows for the monitoring of all employees, including new hires, preventing any missed or overdue certifications. All figures provided serve as examples only, and any coincidence of data is accidental.
