From a Regulatory Body to a Business Partner
The "HSE 4.0" concept implies deep integration of digital technologies into routine occupational safety processes. The transition from manual paper document flow to intelligent management systems allows for a radical transformation of the HSE function: from an exclusively controlling body, it becomes a full-fledged business partner. In her presentation, Larisa Cheremisina, Head of the HSE Department at MegaFon PJSC, analyzes in detail how the digitalization of processes helps free up line managers' time to solve direct business tasks, while minimizing compliance risks and financial losses for the company.
The Seamless Journey of a Candidate and Employee
A key element of the digital transformation presented in the case study is the creation of a "seamless journey" — a single, continuous employee route from the recruitment stage to dismissal. The speaker shows, using her company as an example, how competent automation eliminates logistical and bureaucratic barriers, making processes transparent.
- Automation of medical examination referrals. Referrals for preliminary and periodic examinations are generated by the system 24/7 without human intervention, strictly depending on the position and types of work performed. This eliminates manual entry errors and allows the candidate to quickly undergo an examination anywhere in the country, uploading the results to their personal account.
- Single window for hiring. On the first working day, the employee goes through all mandatory procedures (HR registration, introductory HSE, fire, and electrical safety briefings) via a single digital interface. Documents are generated automatically for a specific employee profile, which reduces processing time from 30 – 40 minutes to 2 – 10 minutes.
- Proactive assignment of activities. During employment, the system independently tracks deadlines and assigns repeated briefings, sending notifications to the employee and setting tasks for their manager. Over three years, the system automatically initiated almost 40,000 repeated workplace briefings.
Economic Effect and Injury Reduction
The implementation of electronic algorithms directly affects the enterprise's economy. The basic condition for this was the high-quality integration of the HSE system with HR administration databases, which allows for an instant response to any personnel rotations. The speaker notes a crucial insight: by getting rid of paper routine, local managers began to devote twice as much time to physical safety measures. As a result of shifting the focus from filling out logs to actual control over production processes, the company recorded a significant decrease in occupational injury rates, practically reaching zero accidents.
