Managing the safety of contracting organizations is one of the most difficult challenges for large industrial enterprises. When hundreds of partner companies work simultaneously at facilities, traditional control methods cease to be effective. Yuri Anufriev, Director of the Expertise and Best Practices Department at Irkutsk Oil Company (INC), analyzes a comprehensive approach to building a system of interaction with counterparties that allows not only controlling risks but also involving partners in the customer's safety culture.

The foundation of the system is a clear division of contractors by risk level. INC has implemented a system of three classes of contracts, where the first class involves high-hazard work using special equipment, and the third class involves office services. This is important because such an approach allows differentiating requirements: not overloading those who perform simple work with excessive procedures, and focusing attention on high-risk operations. A specific set of mandatory procedures is defined for each class and risk level (low, medium, high).
Admission to work begins with an assessment of the contractor's occupational safety management system. The speaker analyzes a point-based system that divides counterparties into three zones: green (admission without restrictions), yellow (admission after developing a corrective action plan), and red (ban on engagement). In practice, this works as a filter, screening out unscrupulous performers at the selection stage.
After a successful assessment, the admission mechanism is launched: from appointing responsible persons and developing a risk management plan to verifying personnel training. Automating this process by checking admissions at the pass application approval stage eliminates the human factor and prevents unqualified personnel from entering the site.
Control does not end after admission. Regular on-site audits also use a point-based system and color coding. Falling into the red zone based on audit results leads to the contractor's removal from the field. This ensures the continuous maintenance of the declared safety level during the execution of work.
