When the scale of infrastructure covers thousands of facilities, traditional methods of data collection and analysis become inefficient. In his presentation, Vasily Oreshkov, Deputy General Director for Energy Efficiency and Energy Supervision at Transneftenergo, talks about the company's journey from fragmented paper reports to the creation of a comprehensive automated system of departmental energy supervision (AS SVEN).
The speaker analyzes the evolution of the system in detail: from the implementation of basic checklists (technological maps) for all types of energy equipment to the creation of failure tracking modules and control over the execution of corrective actions. A key management decision was the establishment of strict regulations: exactly 10 working shifts are allocated to eliminate any remark. Exceeding this period automatically escalates the problem to the top management level, which ensures high execution discipline.
An interesting insight from the presentation was the analysis of the statistics of identified violations. The speaker shows by example how the introduction of new control modules (for example, a failure tracking block or specialized HSE checklists) led to a sharp increase in recorded incidents. However, this growth did not indicate a deterioration of the situation at the facilities, but rather an increase in transparency: hidden problems that were previously hushed up became visible and manageable.
This approach allowed the company to form long-term targeted equipment modernization programs. For example, after identifying a pool of failures along overhead power lines, a large-scale unscheduled inspection was carried out, resulting in the development of measures to replace and repair infrastructure up to 2026.
The COVID-19 pandemic became a serious test for the energy supervision system, limiting the physical access of inspectors to facilities. The presentation details the experience of rapid process restructuring: the flexible architecture of AS SVEN made it possible to implement a mechanism for desk (remote) audits within six months.
Using data from adjacent information systems (technical electricity metering, equipment quality monitoring), the company was able to remotely monitor the status of project documentation, repair schedules, and compliance with HSE requirements, maintaining the continuity of the supervisory function under strict restrictions.
Having accumulated a huge array of data (more than 60,000 inspections and 550,000 recorded violations), the company is moving to the next stage — creating the Aspoints proactive system. The goal of the new platform is not just to record incidents, but to prevent them.
The speaker breaks down the key elements of the future system: the implementation of predictive analysis based on accumulated Big Data, the creation of a unified task manager for all employees, and the development of a comprehensive HR management module (from internships to knowledge testing through an internal academy). Special attention is paid to cross-platform compatibility and mobile solutions.
