Context: Why Safety Culture Requires New Approaches
Preserving the life and health of employees is the fundamental goal of any manufacturing company. However, at a certain stage of development, many enterprises face a "plateau" effect, where traditional methods of reducing injury rates no longer yield noticeable results, especially when working with contractors. In his presentation, Sergey Tarkhanov, Leading HSE Specialist at LUKOIL-Volgogradneftepererabotka, explains how to overcome this barrier through the development of a safety culture and the implementation of digital tools.
Digitalization of Control: From Video Analytics to Mobile Rounds
The speaker details two key IT solutions implemented as part of the "Refining" industry template, which have qualitatively changed the approach to safety control:
- Video Analytics System. Automatic recognition of violations (lack of PPE, smoke) using existing cameras. This is important as it eliminates the human factor in monitoring. In practice, the system sends notifications to responsible persons, allowing for prompt responses to incidents. The speaker notes that after an adaptation period, the number of violations by employees was minimized — compliance with the rules became a habit.
- "Mobile Roundsman" System. The use of explosion-proof wearable devices with BLE and NFC tags to monitor operator routes. This solution increases the transparency of production processes. The shift supervisor can see the location of personnel in real time, issue tasks (for example, checklists for inspecting high-risk work), and receive photo/video reports on equipment defects.
Engagement and Motivation: How to Become a Partner for Employees and Contractors
Technical control is only part of the system. Using his enterprise as an example, the speaker shows that working with motivation is equally important. Instead of exclusively punitive measures, the company focuses on engagement:
- Contests and Competitions. Holding contests such as "Safety Leader," "High Culture Facility," and intellectual HSE games involving contractors. This builds partnerships and encourages contracting organizations to improve their competencies.
- Conscious Leadership. Fostering leaders within the team who broadcast the company's values by example, help colleagues master new tools, and create an atmosphere of zero tolerance for violations.
