The transition from "police" control to a conscious safety culture is a natural stage in the development of large industrial enterprises. In the presentation by Irina Kosukhina, senior internal trainer at Lebedinsky GOK (Metalloinvest company), the experience of transforming the HSE system is examined in detail. After conducting diagnostics in 2020, the company adopted a strategy to implement a risk-oriented approach aimed at achieving zero fatal and severe injuries by 2025.
The speaker analyzes the step-by-step approach to changes: from normalizing territories (creating "easy safety") to normalizing the work itself ("accessible safety") and, finally, to shaping the conscious behavior of employees.
Large-scale changes are impossible without strong internal expertise. The company created an institute of full-time trainers from among production workers who know the enterprise's specifics well. Selection, multi-stage training, certification, and supervision made it possible to prepare a team that has already trained over 28,000 employees.
This approach ensures not just the transfer of knowledge, but the formation of a unified understanding of risks at all levels — from top management to foremen and workers. The speaker shows by example how training is integrated into the onboarding process for new employees and the regular professional development system.
An important step was combining mandatory HSE training with proactive programs. Now every new employee undergoes sequential training: from induction briefing to practical classes at high-risk work training grounds and studying the "leader's norm".
For current employees, regular repetition of the material is provided to root the norms. Practical skills training (for example, when working at heights) directly affects the reduction of injuries, and the integration of the risk management system into professional training improves the quality of work execution.
