JSC Russian Railways is not just a company, but an entire system with a 180-year history and a staff of 630,000 people. Managing HSE on such a scale requires constant adaptation and the search for new approaches. In his presentation, Vasily Semenovykh, a representative of the Department of Ecology and Technosphere Safety, talks about how the company transitioned from the rigid methods of the past to a modern safety culture, achieving a 10-fold reduction in overall injury rates and an 8-fold reduction in fatal injuries over the past 20 years.
The speaker analyzes in detail the structure of employee engagement in safety issues. The company has created a comprehensive motivational environment, including championships, network schools, competitions for the best departments, and insignia. Special attention is paid to the formation of communities: safety leaders, authorized representatives, and public inspectors. These activists become promoters of the safety culture on the ground, participating in multi-stage control and recording observations through the Safety Navigator mobile application.
Despite the effectiveness of the existing system, the speaker notes the problem of duplicating functions at the line level, where brigades are often small. To solve this problem, a new approach is proposed: forming a single reserve of leaders from all existing communities. Training begins at the basic operational level, and as competencies develop, leaders move to higher levels of management, which allows for resource optimization and increased work efficiency.
