The development of a safety culture is most effective when it does not exist in isolation, but becomes an integral part of production processes. In his presentation, Igor Zhuravlev, Lead Industrial Safety Engineer at Polyus Verninskoye JSC, details an approach in which HSE tools are organically integrated into the enterprise's production system, forming a unified concept of "production culture".
The speaker analyzes the evolution of the "Leaders of Change" program, originally based on DuPont methodologies. Practice has shown that appointing managers or employees who have committed violations as leaders yields only a short-term effect at the start. Therefore, the focus was shifted to the voluntary involvement of proactive workers. A multi-level development system with individual plans and substantial financial motivation for reaching the highest ("gold") level was created for them. This made it possible to form an active core directly at the production sites.
Special attention in the report is paid to the quality of feedback from personnel. The transition from rewarding the mere fact of submitting an initiative to rewarding its successful implementation made it possible to eliminate a formal approach. Today, over 75% of proposals come from workers, with half of them directly related to improving safety levels.
It is also shown how risk assessment is integrated into standard operating procedures (routing slips) and the 5S system (expanded to 6S with a safety block). Marking critical risks with a red circle on the title pages of routing slips focuses the attention of performers before starting work, and serves as an indicator for managers regarding the need to optimize processes. Based on the identified hazardous conditions, dynamic top-10 risk ratings are formed for each department, which are analyzed weekly during brainstorming sessions.
