Developing a safety culture in large industrial companies requires a systematic approach and the integration of modern risk management tools. During the webinar, Ilya Guselnikov, Chief Specialist of the Best Practices Implementation Department for HSE Management at Irkutsk Oil Company (INK), shares his experience in transforming approaches to occupational health and industrial safety. The speaker analyzes the company's safety management structure, demonstrating how the transition from traditional methods to international practices effectively reduces injury rates and increases employee engagement.
INK has built a multi-level safety management system that includes departments for occupational health, industrial safety, expertise and best practices, as well as fire safety. Using an example, the speaker shows how the distribution of functions among departments ensures comprehensive control. An important element is the presence of HSE specialists directly in production units, acting as a link between management and production, helping to implement new tools on-site.
Special attention in the presentation is given to the direction of expertise and best practices. This department standardizes incident investigation processes using international methodologies (Five Whys, Cause Tree, Kelvin TOP-SET, Tripod Beta, Bow-tie). It is also responsible for road safety and the implementation of best practices, including the development of behavioral safety and contractor management.
To promptly identify and manage risks, the company has implemented the "Risk Control" system. One of the key tools is the Job Safety Analysis (JSA) — a structured document created directly for the workers. It contains a step-by-step procedure and helps employees adapt to specific conditions without the need to study voluminous instructions.
The speaker notes the importance of digitalizing processes: using the "Hazard Hunt" mobile application for the prompt transmission of risk information, as well as maintaining electronic databases of behavioral dialogues and identified hazards. This allows for systematic information analysis and targeted action on problem areas.
The effectiveness of the implemented tools directly depends on the level of safety culture. INK uses the "Hearts and Minds" assessment methodology, which helps determine the current level of development (from reactive to proactive) and identify areas for improvement. The speaker emphasizes that regular assessment and the development of targeted measures have allowed the company to demonstrate positive dynamics and move to a higher level of safety culture.
An important success factor is the involvement of top management in safety issues. The company applies a motivation system where the annual bonus of managers is adjusted based on a safety coefficient. This coefficient is formed based on overall injury rates (including contractors) and the achievement of individual safety goals (leadership concept).
