The transformation of corporate HSE training requires abandoning formal lectures in favor of practical skills development. In her presentation, Irina Kosukhina, Senior Internal Trainer at Lebedinsky GOK (Metalloinvest), details the enterprise's transition to a risk-oriented approach. The catalyst for these changes was a surge in severe injuries in 2019 – 2020, which necessitated a complete overhaul of the occupational safety system and the launch of a large-scale risk management project.
The speaker analyzes a fundamental change in the control process: the shift from recording violations to identifying risks. Previously, inspections led to the development of corrective actions that did not eliminate the root cause, making the process cyclical. The new approach includes assessing risk criticality, analyzing root causes, and developing preventive measures. Integrating this process into daily work has made it possible to build a database of tens of thousands of identified risks and minimize most critical threats.

A key factor in building trust in the new system was the formation of a staff of internal trainers from among active production workers. Skills development, particularly for high-risk work, is based on the principle of a gradual transfer of responsibility: from the trainer demonstrating the standard ("0 to 100") to joint execution ("50 to 50") and the independent application of the tool by the employee under a mentor's supervision ("100 to 0"). This eliminates formalism when issuing work permits and conducting briefings.
