HSE Training at Metalloinvest: How Do We Do It?

Case

The transformation of corporate HSE training requires abandoning formal lectures in favor of practical skills development. In her presentation, Irina Kosukhina, Senior Internal Trainer at Lebedinsky GOK (Metalloinvest), details the enterprise's transition to a risk-oriented approach. The catalyst for these changes was a surge in severe injuries in 2019 – 2020, which necessitated a complete overhaul of the occupational safety system and the launch of a large-scale risk management project.

From Finding Violations to Managing Root Causes

The speaker analyzes a fundamental change in the control process: the shift from recording violations to identifying risks. Previously, inspections led to the development of corrective actions that did not eliminate the root cause, making the process cyclical. The new approach includes assessing risk criticality, analyzing root causes, and developing preventive measures. Integrating this process into daily work has made it possible to build a database of tens of thousands of identified risks and minimize most critical threats.

Three-Level Model of Practical Training

HSE training in the company has been transitioned into an interactive training format consisting of three consecutive stages:

  • Believe: working with employees' beliefs and values, identifying internal barriers that hinder safe behavior.
  • See: removing "autopilot filters" and professional blindness for an objective assessment of the environment and hidden threats in the workplace.
  • Act: mastering new safety tools and reinforcing them directly at production sites.

Internal Trainers and Field Practice

A key factor in building trust in the new system was the formation of a staff of internal trainers from among active production workers. Skills development, particularly for high-risk work, is based on the principle of a gradual transfer of responsibility: from the trainer demonstrating the standard ("0 to 100") to joint execution ("50 to 50") and the independent application of the tool by the employee under a mentor's supervision ("100 to 0"). This eliminates formalism when issuing work permits and conducting briefings.

What you will learn from this webinar:

  • How to organize the selection and multi-stage preparation of internal trainers from line personnel?
  • How to build practical training for high-risk work directly in the workshops?
  • How to overcome the resistance of experienced workers and change their established beliefs about occupational safety?
  • What tools help transition employees from a reactive perception of requirements to conscious risk management?
